Description A capstone requirement for the Executive Master of Public Administration (EMPA) program, this is a paper written on a topic pertaining to an issue in the student’s professional practice that provides an opportunity for the student to apply what has been learned in the EMPA program to the specific challenge(s) or concern(s) at issue in the organization. The course focus is theory into practice, using contemporary methods of inquiry diagnose the extent to which the administrative issue exists in other jurisdictions, systematic benchmarking other entity’s handling of the issue, or to fashion solutions (resolutions) to the issues faced.
